In fact, the original conception of hell, before the adoption of Manichaeism, was a falling away from God, falling away from the warmth of love. That is why Dante depicted the Devil frozen in ice. 

And, per that conception, she was already there, as there was nothing in her but a cold heart, surrounded by devils she thought were angels.
